Open Question: I think my six year old has insomnia. How can I help him get to sleep naturally?

My six year old brother has recently been having problems falling asleep. Just the other night, he was in bed at 9:00PM, and fell asleep at 12:30, 1:00AM. I asked him tonight what was wrong and why he couldn't sleep and he said "I don't know. I just can't sleep. I want to, but I can't." He is not the type to sit and listen to a story or listen to music. Nor will hot milk work, because if I give him that inch he will definitely take a mile. Right now, he is just sitting watching television and coloring, awake as ever. Part of me thinks he is just fighting sleep like a typical younger child, but what are some ways I can get him to sleep?
