Open Question: My dog will not stop scratching and biting herself. I have tried everything. PLEASE HELP!!1?

My 3 year old female Morkie has been scratching and biting herself for the past 2 and a half years. I have seriously tried everything. I have taken her to the vet countless times - she even has a dermatologist. She has been on special diets to eliminate food allergies. She has been on shots for almost a year and a half now. She's been on Atopica and other steroids countless times... even the medicated shampoos such as ChlorhexiDerm isn't working! We are giving Skin Eze tablets to her twice a day, but I'm still not seeing any improvement. Due to this diet that she's on (cooked duck mixed with duck and potato kibbles) she is LOSING weight and is becoming too thin. I just don't know what else to do for her about her scratching. Does anybody know what to do? I just want to give her some relief and see her without a shirt for once.
